Libyan Foreign Minister Abdul Ati al-Obeidi said yesterday morning, "It's over for Gadhafi…If I was in charge, I would tell them to lay down their arms.” By seizing most of Tripoli and fighting what's left of the pockets of resistance of Qaddafi forces, Libyan rebels have now almost dislodged the old regime and are expected to begin building their own government.
